The article didn't specify, but I assume it's a ground floor window . Sounds like the teacher is well into mental illness. I had a couple like that myself, but I would have welcomed being thrown out into the yard.

The "I did it, so I wouldn't get in trouble" is obvious bullshit.

The teacher should obviously be brought up on criminal charges.

The students should be expelled; criminal charges should be filed against them. When someone tells you to commit a crime, and you do it, that's your own fault.

I know they're young, but from a legal standpoint, prosecution must happen.

To throw someone out a window requires an unacceptable amount of malice.

I have never been noodling. I have been frog gigging and coon shining but noodling is not for me. I don't like to fish anyway and to fish without any tackle is certainly not for me. Have you tried it? Here is a picture of me going fishing one time on a first class fishing trip.
